The White House has been using accounting tricks to protect certain services and avoid blame for the funding lapse.
Trump warned at the press conference that if an agreement is not reached with the Democrats, programs like Social Security, Medicaid, and Medicare will be in danger. There are currently no changes to Social Security, Medicare or Medicaid as the government shutdown, which just reached its third week, continues.
There's some good news on that front: Certain government agencies operate on a permanent funding basis and should continue to operate pretty much as they always do, even during a protracted shutdown. The Centers for Medicare & Medicaid (CMS) fall under that category. Funding for programs they run is built into law.
The pilot, titled Global Benchmark for Efficient Drug Pricing (GLOBE) Model, will need to be cleared by the White House's Office of Management and Budget before it is implemented.
