Many Russians cheered President Trump’s election because they thought he could make a deal for a negotiated peace in Ukraine that would satisfy the Kremlin. Three months into Mr. Trump’s second term, the disappointment in Moscow is palpable.

Special envoy Steve Witkoff is expected to offer Moscow a “carrot” of reduced sanction and unfrozen assets, a senior Trump adviser told The Post.

The broad framework of the plan would also lift some sanctions on Russia and remove the possibility of Ukraine joining NATO — key Moscow demands — while providing security guarantees to Ukraine and stopping Russia’s attacks.
